A Civil Subcontractor Built for Utility Schedules

DRAW Enterprises is a self-performing general contractor that specializes in the civil scopes of substation and utility site development. We work alongside gas and electrical utilities, EPC firms, engineering companies, and project management firms to deliver complete site civil packages — from raw land through final stabilization.

Our crews handle foundations, grading, underground utilities, and stormwater management under a single contract, so you don't have to coordinate multiple subs on tight outage windows or energized sites.

How We Work

Civil Construction, Sequenced Around Your Outage Windows

From raw land through final stabilization — one contractor, one point of accountability, every step supervised by a DRAW superintendent.

Pre-Construction & Coordination

Review drawings, coordinate with prime contractor or EPC firm, confirm outage windows, and develop a site-specific plan aligned to your schedule.

1

Site Mobilization

Establish erosion control and SWPPP measures, mobilize DRAW-owned equipment, set up staging areas, and coordinate material delivery.

2

Earthwork & Grading

GPS-guided precision grading to design elevations, subgrade preparation, compaction testing, and access road construction.

3

Foundation Installation

Embedded anchor bolt placement per design specs, formwork, high-strength concrete placement, and curing protocols for transformer, breaker, and structure foundations.

4

Underground Infrastructure

Duct bank installation, PVC & rigid steel conduit, direct-buried cable trenching with sand bedding, and coordination with grounding grid and foundations.

5

Stormwater & Final Stabilization

Drainage swales, storm pipe installation, sediment basin construction, erosion control, seeding, and punch-list closeout.

6

Project Closeout

As-built documentation, QA/QC records, permit compliance packages, and final walkthrough with your project team.

Technical Detail

Engineering Specs & Standards

We build to your design documents and utility standards. Here's a snapshot of how we approach each scope.

Concrete Strength3,000–5,000 PSI mixes per structural design
Anchor Bolt PlacementTemplate-set to design tolerances, verified pre-pour
Oil ContainmentFull-depth pour with bonded oil stop perimeter
Curing ProtocolWet cure or curing compound per ACI standards
ReinforcementEpoxy-coated rebar where specified, tied per shop drawings

Our Fleet

Owned Equipment, Operated by DRAW Crews

When we say self-performing, we mean it. The equipment below is owned and maintained by DRAW Enterprises. Specialty scopes — compaction testing, concrete pumping, and cable pulling — are subcontracted but always supervised on-site by DRAW superintendents.

Heavy Earthmoving

  • Track excavators
  • GPS-guided dozers
  • Motor graders
  • Wheel loaders
  • Scrapers

GPS & Grading Control

  • GPS machine control systems
  • Survey-grade GPS rovers
  • Total stations
  • Laser levels

Concrete & Foundations

  • Concrete saws
  • Vibrators & power trowels
  • Formwork systems
  • Anchor bolt templates

Compaction Equipment

  • Plate compactors
  • Vibratory rollers
  • Hand tampers

Underground Infrastructure

  • Trenchers
  • Conduit benders
  • Bedding placement equipment

Trucks & Hauling

  • Dump trucks
  • Water trucks for dust control
  • Lowboy trailers for equipment transport

Full Supervision — Even on Specialty Equipment

Our fleet covers the vast majority of civil substation scopes. When a project requires specialized equipment we don't own in-house — such as concrete pump trucks, cable pullers, or nuclear density testing — we subcontract the work and a DRAW superintendent is on-site supervising every aspect of the operation.

Nothing is subbed out without full DRAW oversight. Every placement, every trench, every pour — supervised by our people.

Safety & Compliance

Built for Utility-Grade Safety Standards

Gas and electrical utilities demand rigorous safety performance. We deliver it on every site, every day.

OSHA-Certified Crews

Field personnel hold OSHA 10 and OSHA 30 certifications. Site superintendents maintain current first aid and CPR credentials.

Site-Specific Safety Plans

Every project starts with a tailored safety plan addressing site conditions, energized equipment proximity, and utility-specific protocols.

Energized Site Protocols

Our crews are experienced working in and around energized substation environments — minimum approach distances, grounding awareness, and clearance coordination are standard practice.

Daily Safety Briefings & JHAs

Each shift begins with a job hazard analysis (JHA) and toolbox talk. Tasks are reviewed, hazards identified, and mitigations confirmed before work begins.

Continuous Site Supervision

A DRAW superintendent is on-site during all active work. No scope — owned or rented equipment — proceeds without direct DRAW oversight.

QA/QC Documentation

Pre-pour inspections, compaction test logs, as-built drawings, and material tickets available upon request as part of the project closeout package.

Our Commitment: Zero Incidents, Every Project

Safety isn't a checkbox — it's the foundation of how we operate. Our record reflects four decades of disciplined, well-supervised civil construction across the Carolinas.

Frequently Asked Questions

Questions Utility Contractors Ask Us

Both. We work directly with gas and electrical utilities, and we also work as a subcontractor to engineering firms, EPC contractors, project management companies, and other utility contractors. DRAW can be a sub of a sub — we don't need to be hired directly by the utility. If you're a prime contractor or engineering firm managing a substation project, we'll integrate seamlessly into your team and reporting structure.

Why Work With DRAW

A Proven, Stable Civil Partner

Utilities and prime contractors need a subcontractor who shows up, performs, and stands behind the work. That's been our standard since 1985.
